The field that the City of Victoria has provided for female softball at Pemberton Park is not a regulation facility. The irregular cutouts around second base, along with the oversized cutouts at first and third, were installed to accommodate varying base-path lengths for different age groups. This design is highly unconventional and, to our knowledge, would be extremely difficult—if not impossible—to find anywhere else in the country.

In contrast, the City provides regulation fields for he predominantly male baseball programs. This creates a clear inequity: while male athletes are afforded proper facilities that meet national standards, female athletes are expected to compete on a field that is substandard and unsuitable for regulation play.
